The purpose of this legislation is to encourage and support market-oriented reform and economic growth in Latin America and the Caribbean through inter-related actions that will promote investment reforms, debt reduction, and environmental protection.
H.R. 4225 is objectionable because it would restrict domestically manufactured weapons, and other firearms appropriate for self-defense by applying a 'sporting purpose' test.
H.R. 2709 would not only ban the importation of magazines and belts in excess of 15 rounds, but also their manufacture, transfer, or sale for use by private citizens.
The quotas set by the bill would cause harm to consumers and the economy.
You know the difference between my proposals, which give you the legal tools you need to win this fight, and the anti-law-enforcement proposals that some in the Congress are attempting to peddle as a crime bill.
The bottom line is really this: I will not sign a crime bill that handcuffs the police.
The United States and Germany will be, as the President put it in his speech in Mainz of May of last year, 'partners in leadership.'
The President's senior advisers would recommend that he veto H.R. 4328 if it is presented to him.
