We want to encourage investment and help countries compete for capital by reforming broad economic policies and specific regulatory systems.

The purpose of this legislation is to encourage and support market-oriented reform and economic growth in Latin America and the Caribbean through inter-related actions that will promote investment reforms, debt reduction, and environmental protection.

There should be no connection between those at all.
