Well, that's the program we're using in health care, and yes, that might be a very good approach for business. But I believe it ought to be done through the auspices of business without the Government in it. But it can be done, because when you pool like we're talking about for health care, a small grocery store in a--somebody, a mom-and-pop shop across the street, that they all get together, and we facilitate, that prices will go down and the insurance coverage will be more extensive. So the principle is good. I'm just not sure that I can say that the Government ought to do it. But it's a very valid principle. 1990 Budget Agreement
