I think that the approach that many Democratic Governors are taking is the following: That we ought to take the peace dividend, whatever size it is, $50 billion to $100 billion over 5 years, and have it directed toward economic stimulation of the country. Secondly, that we ought to take the issue of tax fairness and adjust it between the middle class and those in the upper brackets as Congress and you may jointly decide. I'm worried about trying to take the peace dividend and to make the economic tax adjustments that you suggested with figures in the budget that I do not yet believe balance.
