H.R. 2190 would mandate that States which require voters to register shall adopt three specific registration methods.

The Michel amendment shows a Federal commitment to improving voter registration without mandating specific Federal procedures.

The United States would work closely with Uruguay toward this goal.

I recommend the Senate give early and favorable consideration to the convention and give its advice and consent to ratification.
