June 25, 1992 To the Congress of the United States: In accordance with the Congressional Budget and Impoundment Control Act of 1974, I herewith report two revised deferrals, now totaling $2.2 billion in budgetary resources. Including the revised deferrals, funds withheld in FY 1992 now total $5.7 billion. The deferrals affect Funds Appropriated to the President and the Department of Agriculture.
