Just by accident they should have changed control, and it hasn't happened. Now you're going to have over 100 new Members of Congress, some Demo- crats, some Republican. But they're going to have to listen to the voters, as I do. I think you're going to see the ability to move, certainly in the first year. The best time for the new President to do something, particularly one that doesn't have to run again, doesn't have to worry about any politics, is in that first 120 days.
