But unfortunately, because of their tactics, they sometimes hurt their own cause. But let me just give you a figure here. It's a very serious problem. When I came into office the first year, an increase, we spent $2.3 billion; this year, $4.9 billion. We are going to whip that disease. We're doing everything we can.
