“United States Headquarters Agreement September 21, 1992 To the Senate of the United States: With a view to receiving the advice and consent of the Senate to approval, I transmit herewith the Headquarters Agreement Between the Government of the United States of America and the Organization of American States (``the Agreement''), signed at Washington on May 14, 1992. I transmit also, for the information of the Senate, the Report of the Department of State with respect to this Agreement. The Agreement will place the status of the Organization of American States (``OAS'') in the United States on a clear legal basis and will underscore our commitment to the Organization.
