“Again, we have made clear that we want these reforms to continue. But when you're dealing with equality and respect with sovereign nations, you don't try to dictate terms. You don't always put it in, ``You do this or else you won't get that,'' ``You do this and we'll give you that''--clearly it's a two-way street, and we want to see things done. But you've got to deal with respect with these people. When you have differences, make clear what they are. But the way you phrased that question I'm not sure is the way I would approach this.
