Well, that was a good question. And I think the politics drives some things. I think we've tried to move forward in terms of helping people in these cities. I don't think we've done absolutely nothing. But now we're moving forward at the request of this first State for a waiver to speed it up. And 24 days is pretty good. My philosophy has always been to have flexibility at the State and local level. And so we've been encouraging that for a long, long time.
