No. Well, it will affect getting the budget deficit down, and that depends on how the Congress and the President do. Here's what we're going to have to do to get it down. There isn't any easy formula. There's no free lunch out there anymore. You're going to have to control the growth of the mandatory spending programs. You don't have to cut them, but they can't grow as fast. And that I really believe is the answer. Set Social Security aside. Don't touch it, and control the growth of the mandatory programs. Two-thirds of the budget, the President never gets to sign it, never gets to touch it. It's automatic because, as you say, it's an entitlement. Gridlock
