I don't think the American people need to pay more taxes right now. I think this is a good program. It is coming from within the budget. Some of it, as I say, is asked for new authority in fiscal '93, but the idea that you have to raise taxes at this time when the economy is just starting to recover, I'm sorry, I will not support that.
