These negotiators have done an extraordinarily good job.

This budget agreement is our last, best chance to get the Federal budget deficit under control.

But a sound working relationship with China is still necessary so that issues of vital concern to us can be addressed.

We can do something.

I think it is time we do something and do something serious.

I have never been prouder to have once served within your ranks and never been prouder that the United States is the host country for the United Nations.

The human spirit cannot be locked up forever.

It's time for action on the deficit.

We should build on the success of our distinguished Secretary-General.

The United Nations is the place to build international support and consensus for meeting the other challenges we face.

The bill that I'm signing here today will keep the Government operating through October 5th.
