Thank you, Mr. O'Rourke. I just have one final point to make. In neither Chamber nor, for that matter, in neither party, do we hear talk these days of two things that I think are very crucial to the debate, and that is the violence in Mexico. Both countries have an obligation to ensure that we eliminate that violence. Second is the economic development along the U.S.-Mexico border. The Mexican economy is doing exceedingly well in central Mexico; but along our U.S.-Mexico border, we still have a lot to go. Until we address those two things--the violence and the economic conditions along the border--we are going to have a very difficult time solving this entire problem.
