We shall accelerate the reequipment of South Vietnam's armed forces--in order to meet the enemy's increased firepower.

That is my plan, God willing.

I don't know what my schedule will be Thursday.

So, tonight, in the hope that this action will lead to early talks, I am taking the first step to deescalate the conflict.

Tonight, I renew the offer I made last August--to stop the bombardment of North Vietnam.
