“Madam Chair, I yield myself such time as I may consume. First let me just say that I rise in support of this appropriations bill. It's the first appropriations bill that we will bring to the floor today, and I think it's an excellent bill. I would like to start by thanking Chairman Edwards, not only for his leadership, but for the example that he sets to make every member of the subcommittee feel like they are valued. He has treated everyone with a sense of fairness. It has been an open process, bipartisan process, and we appreciate that very much.
