Mr. Chairman, why not 2 percent? Why not 5 percent? Why not another 10 percent? The point is, Mr. Chairman, this subcommittee has done its job. It has reduced spending, 6.5 percent cut. We take the IRS back to what they were funded in 2008. We have done our job, and good programs receive more money. We ought not to be cutting them. So I appreciate her interest in controlling spending, and I guess she would compliment us for the work that we have done and, therefore, we don't need the amendment that she has offered. So I urge everyone to vote ``no'' and reject that. I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentlewoman from Tennessee (Mrs. Blackburn).
