I would just point out to the gentlewoman that there is $1.166 billion for construction. That is $15 million above the request. I can appreciate that the gentlewoman would like to spend even more and that she, apparently, is not trying to circumvent the process, because a lot of people would like to have clinics in their districts, and a lot of people have been waiting in line and have been watching this process work, but if it doesn't seek to spend it at any one location, then that is helpful to me.
