I would just simply say, as I urge my colleagues to vote ``no'' on this, again, I thank the gentleman for bringing it to our attention. It seems strange that it hasn't been funded for the last 15 years. I think this is not the year to crank it back up, resuscitate it. I think we have plenty of bipartisan research that's available to the Members. And maybe there are some private and nonprivate corporations, big foundations that might want to do this on a voluntarily basis. But again, I urge a negative vote.
