Well, I thank the gentleman for yielding, and I just want to rise in support of this amendment. Mr. Chairman, I think this amendment points out that you have got to have a thorough review, and if you don't consider the true implications on the U.S. economy and the U.S. taxpayers, then you have got a problem. So it is a good amendment, and I urge my colleagues to support it.
