Does the rule regarding proxy voting require a form be submitted and signed by Members of this body that they have a pandemic- or COVID-related reason for being unable to be physically present? The SPEAKER pro tempore. The Chair would advise the gentleman that regulation A of the proxy voting regulations issued pursuant to section 3(s) of House Resolution 8 requires any letter authorizing proxy voting to contain an affirmative statement that because of the public health emergency the Member is unable to physically attend proceedings in the House Chamber.
