Does the Constitution of the United States require a quorum to be present for votes on the House floor? The SPEAKER pro tempore. The gentleman is not stating a proper parliamentary inquiry. The Chair does not interpret the constitutionality of a proposition adopted by the House. {time} 2233 Mr. PALMER changed his vote from ``yea'' to ``nay.'' Ms. SANCHEZ and Mrs. MURPHY of Florida changed their vote from ``nay'' to ``yea.'' So the previous question was ordered. The result of the vote was announced as above recorded. Stated for:
