Would the gentleman yield on that? One of the things that I have been saying in this building for the last several months is this debate about what we call, I think somewhat wrongly and incorrectly, ``mandatory spending,'' because it is not mandatory. We have just chosen to put it on autopilot. It is automatic spending. It is not mandatory.
