I appreciate the gentleman from West Virginia for his remarks. And I would echo that--and I think the gentleman would agree--that I believe that, of the $2 trillion, only 9 percent is directed to COVID relief. And I really just can't believe that my colleagues on the other side of the aisle can really market this as a COVID relief bill when, by the way, we have $1 trillion remaining from the $4 trillion last year and only 9 percent of it is directed to COVID. Does the gentleman agree?
