I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill (before the short title), insert the following: Sec. __. The salary of Cyrus Salazar shall be reduced to $1. The Acting CHAIR. Pursuant to House Resolution 723, the gentleman from Texas (Mr. Roy) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Texas.

If we want to win in November, if Republicans want to be given the majority again in the House and the Senate, then we need to do what we said we would do: secure America.
We need to deliver on codifying border security, deal with the birthright citizenship issue.
I think the Senate should have stayed in. I think they should keep fighting to show the American people they’re fighting for them.
Delivering on decisive policy mandates is the best way to grow a majority … we simply have not done enough.
