“I would point out that on this issue one of the concerns that we have is ensuring an adequate and fair hearing on the issue of the warrant amendment. The gentleman from Kentucky (Mr. Massie) raised the issue as did the gentlewoman from Wyoming (Ms. Hageman), the importance of warrant protections for American citizens. It cannot be overstated the extent to which, at our founding and throughout our history, it has been critical to place that constitutional barrier between the authority of government being used in the name of defense and in the name of security in a way that tramples on the rights and the security of the American people. That is what is at issue. That is the conundrum we face. For all of us that wish to protect our country, we know first and foremost we must protect our civil liberties or there is no country to protect.
