The last time that we did not have to use a continuing resolution to be able to fund government, I believe, was 1997. I think four times in my lifetime have we been able to pass all 12 appropriations bills through both bodies and get them signed by the President of the United States. This institution is failing. It is failing to do the one core thing it is supposed to try to figure out what to do, and that isn't the spending bills.
