as the principal Democratic author of House Concurrent Resolution 199, I join the gentleman from Texas (Mr. Bonilla) in expressing my strong support on this measure, which simply calls on the Supreme Court to rule on public prayer at events such as school football games. Our forefathers included the establishment clause in the first amendment to the Constitution for a reason. They had been subject to religious persecution, and wanted to make this country a place where Americans of every religion and denomination could practice their faith freely, or not practice a faith at all if they so chose. For those of us who believe in a God who grants free will to his creation, this constitutional approach not only makes for good government, it makes for good theology, as well. Still, a recognition of God and our country's need for divine guidance has been part of this Nation's fabric from the very start. Our currency reflects that, our pledge of allegiance acknowledges it, our Congress honors the tradition of opening prayers, and a respect for God is woven throughout our government's history and practices. It is in that spirit that I find prayer at football games both positive and constitutional.
