this amendment repeals a provision in Public Law 104-37, the Fiscal Year 1996 Agricultural Rural Development and Food and Drug Administration and Related Agencies Appropriation Act, directing the conveyance of the Pecan Genetics and Improvement Research Laboratory in Brownwood, TX, from the Agricultural Research Service to Texas A&M University. Due to outstanding liability questions, the conveyance of the Brownwood Pecan Station cannot take place at this time. This amendment does not require any additional funds. I have consulted with both the ARS and Texas A&M, and both are amenable to this amendment. I urge its adoption.
