I am also concerned about this legislation and similar bills that are targeted to specific geographic locations. I am certain they are all worthy pieces of legislation, and I support the gentleman and the others in the Chesapeake Bay's effort because they are right on target. My concern is the duplication. I appreciate the watershed approach. That is the way to go. I am joining today with the gentleman from Tennessee (Mr. Tanner) in introducing the Fishable Waters Act, which would provide much needed guidance and funding to any and all States to address water quality problems that have led to fisheries habitat problems. My concern, though, is funding.
