Mr. Stenholm moves to recommit the bill H.R. 2143 to the Committee on Ways and Means with instructions to report the same back to the House forthwith with the following amendment: At the end of the bill, add the following new section: SEC. 3. TAX REDUCTIONS CONTINGENT ON NOT RAIDING SOCIAL SECURITY FUNDS. (a) In General.--No provision of this Act shall take effect unless, before January 1, 2003, the Director of the Office of Management and Budget certifies that the social security trust funds will not be raided (or the size of a raid on such funds increased) by reason of this Act during any year of the 10-year budget estimating period unless such raiding is thereafter offset under this Act so that there is no net raid of such funds during such 10-year period. For purposes of the preceding sentence, such funds shall be treated as raided during any year for which there is a deficit in the non-social security portion of the Federal budget. (b) Section May Not Be Waived.--The provisions of this section shall apply notwithstanding any other provision of law hereafter enacted which does not specifically refer to this section.
