The tenor of the last speaker, my friend and colleague from Texas, is exactly why I wonder why we are doing this today. It is just like last night when I appeared before the Committee on Rules. It seemed like we were in more agreement than disagreement, and yet I have to come to the floor expressing my extreme disappointment that the amendment that the gentleman from Minnesota [Mr. Minge], the gentlewoman from California [Mrs. Tauscher], and I have suggested for today would not even be made in order, that we would not have the opportunity to even vote upon that.
