I would, Mr. Chairman, because the gentleman is simply describing what we have been going through for the last 10, 15 years: litigation, difference of opinion. In the meantime, look at what is happening to our forests: infestation, forest fires out of control. What I hear the gentleman describing is what we have been doing. Let us try to make it work a little better, and that is what we are trying to do with the new regulations.
