I do not want to leave the impression that the Blue Dog budget is doing anything more than spending what President Bush has asked the Congress to spend, not 1 penny more. We sometimes get the rhetoric around here, you would think we are big spenders in our budget. We are spending what the President has asked us to spend, and no more.
