it was stated earlier that if this rule passes in the form in which we are discussing it and the bill is sent over to the Senate, that this agricultural research bill, with the crop insurance and the other provisions, would pass very soon in the Senate. Is that a fair statement? Is that the understanding of the gentleman, that that is what the Senate would do?
