Mr. Speaker, this bill passed the House with unanimous support last Congress. That is because smart, bipartisan legislation rarely faces opposition. I thank former Science, Space, and Technology Committee chairman, Mr. Lucas, and Ranking Member Lofgren for once again leading this effort.
