I have an amendment at the desk. The Acting CHAIR. The Clerk will report the amendment. The Clerk read as follows: At the end of the bill (before the short title), add the following: Sec. __. None of the funds in this Act may be available for the Office of Management and Budget to process or approve an apportionment request that does not include the following phrase: ``Apportioned amounts are not available for any position that is held by an employee with respect to whom the President of the Senate or the Speaker of the House of Representatives has certified a statement of facts to a United States attorney under section 104 of the Revised Statutes (2 U.S.C. 194).''. The Acting CHAIR. Pursuant to House Resolution 661, the gentleman from Texas and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Texas.
