We are here today talking about modernizing a law, but we are modernizing a law that encompasses a centuries-old principle. Back in the days when the Founding Fathers wrote our Constitution, they were concerned about the government rifling through our papers. Today we have electronic papers. Stuff is stored in the cloud. This piece of legislation brings us back in line with the intent of the Founding Fathers that the government can't just rifle through your papers. I urge my colleagues to support it.
