Once again, I urge all Members to oppose the motion to instruct. The conference committee is working diligently on both sides of the aisle to try to reach agreement with the Senate, and we want to do it in a responsible manner that puts the interests of our Nation's veterans at the forefront of the negotiations, but also is respectful of the resources required from our taxpayers to meet that objective.
