Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of title I, add the following: SEC. __. NATIONAL OCEAN POLICY IMPLEMENTATION. (a) Findings.--Congress finds that-- (1) the July 19, 2010, Executive Order 13547 that established the ``National Policy for the Stewardship of the Ocean, Our Coasts, and the Great Lakes'' (in this section referred to as the ``National Ocean Policy'') among other things requires Federal implementation of ``ecosystem-based management'' to achieve a ``fundamental shift'' in how the United States manages ocean, coastal, and Great Lakes resources, and the establishment of 9 new governmental ``Regional Planning Bodies'' and ``Coastal and Marine Spatial Plans'' in every region of the United States; (2) Executive Order 13547 created a 54-member National Ocean Council led by the White House Council on Environmental Quality and Office of Science and Technology Policy that includes principal and deputy-level representatives from Federal entities, including the Department of Defense; (3) Executive Order 13547 requires National Ocean Council members, including the Department of Defense, to take action to implement the National Ocean Policy and participate in Coastal and Marine Spatial Planning to the fullest extent; (4) the Final Recommendations that were adopted by Executive Order 13547 state that ``effective'' implementation of the National Ocean Policy w…
