The point that I want to make is that finding a lasting solution to any of our economic, environmental, and energy solutions requires us to use nothing less than all of the tools in our toolbox.

In my view, these states like New York are abusing their responsibilities under the Clean Water Act and it is time for EPA to step up to rein them in.
