Mr. Speaker, it is like a broken record on the other side. Perhaps the same speech writer writes the same speeches for every one of them, and if they say ``raiding the Social Security trust fund'' over and over again, perhaps people who do not know differently will believe it. But it is unsupportable. It is false. And they know it is false. So, every time that that phrase is used, it has been preprogrammed to create an impression that is false. The administration representative from Social Security, appointed by President Clinton, testified in our committee that it was false. I expect they will keep using it because they think they can convince people as to something that is insupportable. I expect it will not be last time, but hopefully this will be the last time that I have to speak to this, and that those who listen to these speeches will understand when the term ``raiding the Social Security trust fund'' is used that it is insupportable, it cannot be documented, and they know it.
