It is fascinating to me to hear the arguments from the other side of the aisle, particularly in light of the fact that on March 25, 1993, Leon Panetta said, ``It is important to tie the debt limit to other disciplines that people would like to put in place.'' Clearly this type of action has been sanctioned by the White House. I might also say to my friend on the other side of the aisle that we have passed a long-term increase in the debt ceiling as a part of the Balanced Budget Act. It was sent to the President, and he vetoed it. That is the reason why we are here today.
