What is important to the worker is how much comes out of his or her paycheck, not what percentage of GDP. We can talk in those glossary terms inside the beltway, but the American people who are out there producing understand that what they have left in their paycheck is not as much as it should be. That is why I rise in strong support of this constitutional amendment that will serve as a barrier to those who seek to raise taxes and increase the Federal Government's role in our lives, because that is what this debate is all about. That is what the balanced budget debate is all about: How big will the Federal Government be, and how much will it take out of our hard-earned pay? Taxes in this country are too high, irrespective of what they are in other places around the world. That is because too often Congress has found it easier to raise taxes than to say no to new spending. A constitutional limitation on tax increases will rectify that unfortunate bias. It is time to tilt tax and spending decisions in favor of working Americans who pay the taxes. This proposed constitutional amendment does exactly that.
