Also, the superma- jority requirement does not apply to tax legislation that raises a de minimis amount of revenue. Am I correct in assuming that a bill that increases Federal tax revenue by less than one-tenth of 1 percent would be considered de minimis?

We have seen this movie before. We do big tax cuts, and then we just pass the bill on to somebody else.
