“Mr. Chairman, I ask the distinguished ranking member, did he vote for Jackson-Vanik or not? The gentleman has left the floor. He does not want to answer the question. Because I am sure the gentleman as well as many Members of this Congress were outraged at the notion that the Soviet Union charged their people huge taxes to leave the government that they so despised. The problem with people leaving this Government is that the welfare state and the taxes charged and the regulations charged in this country have forced people to leave.”
