I want to make reference to four retiring Members... All four of these men have meant so much to this institution and this Nation, but so much to me personally... we do have an extraordinarily high amount of senior Members retiring that need proper tribute during these final days of the 104th Congress... there are very few of those human beings that are actually institutions themselves. Jimmy Quillen is an institution. Many, many years ago the love affair of east Tennesseans began with Jimmy Quillen.
