It is time for the world to wake up. We are confronted today with the worst international health crisis in 600 years: the international scourge of HIV/AIDS; 8,000 people died today, 15,000 new infections today. In Africa, the life expectancy in more than a handful of the countries has been cut in half. Currently, the United States spends about $500 million annually. Our amendment increases that by $200 million next year, ultimately doubling our commitment. The goal is simple: Reduce the devastation of the most significant moral, humanitarian, and developmental challenges of our time.
