I also commend the Senator from Delaware. About 3 years ago, I guess it was, as Governor, he was one of the instrumental driving forces in a bill called Ed-Flex, where it, in a bipartisan way, was brought to the Senate and passed, providing education flexibility. It is a pleasure now that we can all participate in a bill in a bipartisan way, although we get partisan at times, developing those things that started several years ago.
